Yes, without having any GATE score you can apply for government sector jobs which are given below.

5)Staff selection commission exam

Yes, sure you can find a government job without having cleared GATE examination, as it is not the only criteria to get government job, you can opt for various government examinations, if you are eligible for it, like;
