Hi, I have completed diploma in mechanical engineering can I get the commercial pilot license without private pilot license and I want to complete my training within INR 30 to 40 lakh and also the training college in India or abroad.

You need to complete all the training before becoming a commercial Pilot. If you are not ready with required training, then nobody will hire you as commercial Pilot.

Hence, make sure you get admission in a reputed flying school. Getting license will depend on your own expertise.
