No, you are not eligible to appear in Engineering entrance exams if secured 45.23% marks in 12th class. To apply for Engineering entrance exam candidate must have secured more than 50% marks in 12th with Physics, Chemistry and Mathematics.
Age of candidate must be above 17 years.
There are numerous engineering colleges that gives admission irrespective of marks in 12th class, so you can get admission in those colleges.

I am sorry to say that you are not eligible to appear for JEE(main) examination as you have not scored 50% of marks in your 12th which is the minimum qualification required to be able to appear for the entrance examination.

Yes, you are eligible for state engineering entrance exam.

If you have completed 12th standard from a recognized board with physics, chemistry and mathematics with above 45% marks then you are eligible for engineering entrance exam. 5% marks relaxation is provided for SC/ST category candidates.

Your age should be in between 17 to 25 years.

No,you'll not be able to give an entrance for engineering with a poor aggregate percentage of 45.23
B.tech stands for bachelor of technology with is one of the best program for engineering in India. Student applying for the entrance for JEE Mains (joint entrance examination) must've to fulfill some requirements.

* The student must be an indian citizen.
* The minimum aggregate percentage required for giving an entrance examination for JEE is 60% from CBSE
Some other private institutions also takes entrance examination for their college like BITS pilani,BIT meshra etc...
