Yes, with 63% marks in 12th standard, you are eligible to apply for Canadian student visa.
But 12th standard marks is not the only eligibility criterion required to apply for Canadian student visa, you need to qualify standardized English language test namely TOEFL/IELTS and need to score required points/bands.
You also need to appear and qualify in SAT (Scholastic Assessment Test) exam which is required to be taken by high school students to get into undergraduate courses.
Every university of Canada have their own demand of 12th standard percentage marks, TOEFL/IELTS points and SAT score.
