No, it is false that proficiency in Norwegian is compulsory to pursue MS course in Norway. If you have proficiency in English, you can pursue course in Norway since many universities offer courses via English medium. However, it is recommended to have proficiency or understanding of Norwegian language owing to the fact that you will get higher preference during selection at the time of admission process and it will be easier to get visa.
Do you have any question? or have anything to say?
