You can't get full scholarships(equal to fee) from any university, even if you get full marks in GRE and TOEFL. Because, universities will offer scholarships only up to half amount of your fee. Most of the universities will offer scholarships from 3000 dollars to 6000 dollars per year , we cannot expect more than that as per rules of universities. And the fee of the universities per year generally starts from 12000 dollars.
