If Govt. is not implementing the same so what is the requirement of Courts to decide the case . It is totally wrong

I am JHT in Central Govt. Subordinate office. I have completed 11 years as JHT in 2012. My question is that
As per the judgement given by the Hon’ble Supreme Court of India in the case of Smt. TP Leena, Junior Hindi Translator of Fisheries Department, Kochi Grade Pay of Rs. 4600/- is allowed w.e.f. 2006 and on the basis of this GP of Rs. 4800/- on 1st ACP is given. Whether this will be allowed to all the JHTs of Central Govt. or they all have to approach the CAT for getting the same. Please clarify and guide us.

pay scale of junior hindi translators is revised to 6500-10500 by 6th pya commission and grade pay of Rs.4200/- . Ministry of finance vide notification revised grade pay of rs. 4600/- for those who were in the pay scale of Rs. 6500-10500 but JHT are not given the benefit of Rs.4600/- . Kindly let us now by this discrimination against OL staff being higher Qualified form other posts.
