Longleng Districts is one among the eleven districts in the Indian states of Nagaland and out of the 640 districts in the nation, it is the eighth least populous district. The district was carved out of the Tuensang District and it is the tenth district of the state. The district of Longleng is bordered by the Tuensang District to the south, Mokokchung District to the west, Mon district to the north and sibsagar district to the eastern side.

Longleng town is the headquarters of the Longleng district and the district has the main river of Dikhu. The main language spoken in the district is Phom and the major towns in the district are Longleng and Tamlu.

With the absence of a higher education institution in Longleng, the Association of Phom Graduates and Officers took an initiative for establishment of a college in Longleng thereby resulting in the formation of Yingli College in the year 1992 on the 9th of September. Within a span of few years of establishment, the college has come up with a commendable potions both educationally and physically by creating a confidence in the minds of people specifically the well-wishers through its best performance. The college is located in a sprawling campus of about 60 acres of land called as Longongkang about one kilometers from the town and the campus was inaugurated on the 6th of June 2003 by the chief minister of Nagaland. The primary objective of the college is to impart resonance education to the deserving and prospective students and it is affiliated to the Nagaland University and the Board of School Education. Even though, the college began as a private institution, it was taken over by the government of Nagaland on the 1st of February 2006. The college offers higher secondary and degree level courses in arts stream of education and honors degree course is offered in political science, while general degree course is offered in subjects like history, economics, sociology and education. The college has more than 480 students, nearly 17 teaching staff and 18 ministerial staff.

This single government college in Longleng District acts as seat for higher education in the state of Nagland and it is one among the few government colleges in the state creating the best professionals from the field of arts.
