Yes, the Diploma holders are not eligible to apply for CET (B.Tech) admissions. Only candidates who have completed 12th standard or equivalent with Mathematics, Physics and Chemistry subjects from a recognised board are eligible to appear in B.Tech CET examinations. Being a Diploma holder, you cannot apply for those examinations. But, you can appear in LEET or ECET examination to get admission in second year of B.Tech course.

As a Diploma Engineering holder you will be only eligible for lateral entry entrance exam for getting admission in 2nd year of the Engineering Degree course. If CET has procedure only for 10+2 passed candidates then you can't apply for it.

CET offers admission only into 1st year of B.E and you are eligible for only 2nd year lateral entry. Therefore, you have to apply for LEET if you are willing to get admission in a Engineering Graduation on the basis of your Diploma Engineering qualification.
