Look, every field has their own eligibility criteria requirements. Somewhere Diploma course is required while in other fields class 12th education is required.
Similarly in this case, the minimum qualification required is 10+2 for the above mentioned post. So, Diploma holders are not eligible for it. If you are interested for the above post, you must have to complete your class 12th from a recognised Board.

But, as per the new notification released by the DoPT, the eligibility criteria for the recruitment of the Police Constables is graduation i.e. minimum education under a 10+2+3 scheme from any recognized university.

That is why the diploma holders are not eligible for the post of Police Constables.
