ANS: 1)the government fails in implementing the programmes after they launch it because the resource available is less, reliable labour force is less, at starting offered salary is sometimes low so people do not want to work on the technology, sometimes due to less market value the launched technology do not earn the estimated requirement. It is basically of system itself as the system do not allow full access to the resource.
2)main basis behind it is corruption only. for fulling there own needs this system is not changed.
