Sir I did my higher secondary(arts) and joined Railways as commercial clerk way back in 1986. Am I eligible for DRTM course ?

I have passed Diploma in Rail Transport & Management way back in 1985 itself. The IRT, New Delhi has sent me the Certificate only and not Marks Card. Please advise whom I can contact to receive printed Marks Card for DRTM-1985 examination ? Can I receive the Marks Card personally from IRT during my proposed visit to New Delhi in December 2017 ?
