i have been failed in 7subjects ..in first year diphloma did i eligeble for second year diphloma

No, you are not eligible for 2nd year diploma with 7 backlog subjects in 1st year.

Student with maximum 4 backlog subjects in 1st year can appear 2nd year. But in most of universities students with more than 4 or 5 backlog subject gets year drop. It means they have to clear all backlogs without going to college. Once he/she cleared backlog subject then he can join 2nd year diploma.

You need to pass in 7 subjects then you will eligible for 2nd year diploma.
