Yeah you are perfectly eligible for the examination
the minimum required eligibility criteria for the examination is
->you should complete 21 years of minimum age.
->you should have a degree in your hand while applying.

Interest towards IAS should not come externally for the sake of position or luxuries of that job. but it should come from your heart to help the poor and develop the country.

as you have already completed Under graduation and post graduation you are eligible if you doubt with your percentages which are low in deed but you are eligible with those because this entrance exam do not have any requirements regarding percentages and also the background(branch) in ur UG or PG.

Coming to IQ Levels
Only few are born IQ people but no need to worry if your IQ level is low it can be raised up with determination.

concentrate on what to do effectively and what not to concentrate and waste time.
find yourself time to understand the self desires of you.
and act accordingly.

know about everything. The world is your source of knowledge explore the world.Determine the attitudes of the people arround you.
Watch issues . Solve issues. give a appropriate conclusions to those issues.

Watching News reading news paper will fetch you.
all the best

The minimum qualification required for IAS Graduation from recognised university and must complete the age of 21years.

If you are belongs to general category then 21years to 30years you can apply how much attempts you want.

Read any competative exam book available in book shops.

Your confidence and hardwork is essential.

If you think that you are weak and if someone is showing that you are weak means avoid those people and don't explore your dream till you reach the goal.
