The eligibility for UPPCL exam is that

The candidate should be from any one of the engineering discipline
1)Electrical
2)Computer
3)Electronics
4)Civil
5)IT

If you are in any of of them then you can surely be eligible for the entrance exam.

The selection is on the basis of Written test and face to face interview

So you are eligible

To apply for UPPCL (Uttar Pradesh power corporation limited),should have minimum education qualification is B-tech .

In B-tech some stream are eligible to apply for UPPCL

-ECE BRANCH
-CS BRANCH
-IT BRANCH
-EEE BRANCH
-CIVIL BRANCH

Now you are not eligible,because you said that you are pursuing B-tech.
So you can apply,when you finish your graduation.

YES, you are eligible for UPPCL exam while doing B.E. in Electrical Engg. Branch.

Eligibility for UPPCL Exam: -

1. Pass B.E. or B.Tech or equivalent degree in Electronics & Communication Engg. or Mechanical Engg. or Computer Science Engg. or Electrical Engg. with a minimum of 60 % aggregate marks from a recognized Institute / University.

2. Nationality - Indian

3. Age - 21 Years to 30 Years for General candidates, 21 Years to 33 Years for OBC candidates and 21 Years to 35 Years for SC / ST candidates.
NOTE: - A candidates appearing in the final year can also apply for UPPCL exam.

General and OBC candidates should have minimum 60% marks in aggregate
and SC/ST category with minimum 55% aggregate marks
and physically handicapped with minimum of 40% aggregate marks
yours case is in border may or may not they accept your form so better to apply and i think you have 75% chances of acceptance....as 59.8 is equivalent to 60%..

To apply for UPPCL, your minimum qualification should be B-tech.
So you can definately apply for it.

am i eligible for A.E.(Electrical) in uppcl exam while B.E.(3 year) in Electrical & Electronics (EN) completed in 2003 after diploma in Electrical engg. B.E.-80% (3Year course), Diploma in Electrical Engg - 76% (3 Year course)

Off-course you are eligible for UPPCL, you can apply for UPPCL exam,
i think percentage criteria in this exam is above 65% and the afe limitation criteria is you should have 21-30 years in case of general, age relaxation is only allowed for sc/st students.
