For any examination conducted by the Union Public Service Commission, there is basically no percentage criteria. In order to be considered eligible for the examinations, one needs to hold the minimum academic qualification, irrespective of the percentage of marks, and must be within the age limit. The same applies for most of the Government jobs or competitive examinations.
Since you have done B.Tech, you will be eligible to write the following examinations conducted by the Union Public Service Commission:

Engineering Service Examination - 21-30 years
Civil Service Examination - 21-30 years
Combined Defense Service Examination
Indian Army 19-24 years
Indian Air Force 19-23 years
Indian Navy 19-22 years

Apart from the examination conducted by the Union Public Service Commission, being an engineering graduate, you may apply for the Engineering Services Exam of State Level, Technical Department in Indian Railway etc. and for all these examination, there is no percentage criteria.

hlw sir,i m a student of b.tech cse 3rd year.i get 56% in 10th class and 59% in 12th class. i have sequre 64% in b.tech up to 5 sem.i m interested to join indian air force.please give me any advise for IAF,its criteria and requirments.if i sequre above 65% in b.tech. can i elligible for iaf. which type of exams are preffered.

Your marks are low. however, it wont be barrier for you .

For UPSC you need to have following eligibility
You should be Indian
your age should be 21-30years
relaxation of 5 year for SC/ST and 3 year for OBC is given

Thus you can appear for UPSC exam. Work hard and score very good marks as you may loose based on your graduation marks
In Interview you may face question like " tell me reason for you low marks in 10th , 12th and graduation"
you should prepare very good answer for it and should be able to justify.
