Yes you can apply for the NTPC and BHEL for jobs. You need to appear for the PSU exams. The notifications will be published regarding the vacancies. You need to score at least 65% of marks in the graduation level. If you qualify in the written test, you will be called for the personal interview.

i did my b.tech(IT) in 2011,i have 72.8 percentage in my graduation how can i get a job in BHEL?please inform me about the eligibility criteria also...

yes ,
IT engineer students are applicable for NTPC & BHEL exam.
student qualifying their graduation with 65% aggregate.
and qualifying GATE exam.
