Graduation is the basic qualification required for IAS exam. If you have completed the course, then you can apply. Completing 12th class in 3rd chance is not a problem. Selection to IAS is done through CSAT, mains exam, and interview. Details can be collected from the web portal of UPSC.

What you are talking about is irrelevant since the admission for Civil Services Examination is given if you have completed graduation. It does not matter how many attempts it took you to complete 10th or 12th.

Just ensure one thing that there should be no backlog in graduation when you are applying for the Civil Services Examination. Rest is completely irrelevant. If you have completed graduation then apply for the exam next year in 2014.

The notification is now going to be released next year. Do not just sit around in the meantime. Start preparing for the Civil Services Examination. By now mean its a easy exam to clear.

You will have to work really hard to clear it. You should download sample papers from internet to solve and work on other areas as well. For example if your English is not good, better work on it.

You should also watch news and read newspapers to keep yourself updated. You will be selecting 2 optional subjects for Main Examination. Choose the subjects wisely. I will recommend subjects related to your course.

IAS Eligibility

1. Will only be selected if have Indian nationality.

2. Under graduate degree should have been completed.

3. There is no issue with marks. Passing marks will be enough.

4. You should at least be 21 years old.

5. Can not appear if more than 30 years old.

6. The relaxation under govt rules allow OBC to apply up to 33 years.

7. SC/ST can apply upto 35 years.

8. There are no physical criteria for IAS.

Selection Procedure

1. Preliminary Exam

2. Main Exam

3. Personal Interview

Attempts

1. General - 4

2. OBC - 7

3. SC/ST - No limit

Sorry to say that you are not eligible for the Indian Administrative Service exam conducted by the Union Public Service Commission. The reason is that the minimum educational qualification required for the exam is GRADUATION. So you can apply for the exam after completion of graduation. I suggest you to complete graduation in the field you are interested because there will be numerous opportunities later.

The eligibility details of the I.A.S exam is mentioned below:
  • Candidate must be citizen of India.
  • Must have completed graduation from any recognized university.
  • Minimum age allowed is 21 years and applicable for all categories.
  • The maximum age is 30 years.
  • The candidates belonging to SC/ST category will get 5 years upper age relaxable.
  • The candidates belonging to OBC category will get 3 years upper age relaxable.
  • The candidates belonging to Physically handicapped category will get 10 years upper age relaxable.
  • The candidates belonging to Ex-service men category will get 5 years upper age relaxable.
These are the details of the exam, so complete graduation and then you can write the exam.

All the Best.

above 21+ and should not be more than 30 years .
