Yes, of course you can apply in other states for pursuing course of your interest. It has nothing to do with your domicile. However, if you are a native of Uttar Pradesh and have the certificate and if you wish to pursue the course in any of the universities in Uttar Pradesh, you would be eligible to get the benefit of the state quota system for admission. Normally universities keep certain seats reserved for the native candidates.
