can a student who has completed his graduation with private studies, appear for R.A.S. & I.A.S. exam?

Yes, you can appear for examination after pursuing degree from private institute or university.

The eligibility to appear for UPSC Civil Services examination is candidate must have passed bachelor degree from any recognised university and age limit vary for I.A.S and R.A.S.

So, you can appear for examination. But, you need to appear and qualify in all the stages of examination for final selection for the job.
