Doubts regarding army soldier retirement and education certificate

I am completing 22 years of army service with 38 years of age and as per sbi notification, such eligible soldiers can apply but should be released from service on or before 31 March 2017. army special education certificate should also be signed on or before 30 jun 2016. please clarify as soon as possible
