No you are not eligible as you dont know to read and write kanada and you havnt studied in karnataka. The requirements are that the candidate must have studied in karnataka for 7 years in a govt or govt recognised institution.Even if your mother tongue is karnataka and your parents belong to karnataka, you will have to undergo kanada language test conducted by KEA.As you dont no kanada you cant attend the test.

A pass in 10+2 level or its equivalent from a recognized University of Karnataka is the minimum eligibility requirement to appear in Karnataka Common Entrance Test (CET). The minimum age limit is 17 years. Candidates who are appearing or have appeared for the final year examination and are waiting for their results are also eligible to apply.
