a orthpadically handicapped person of 40% get concession in railway & a 60% Visually handicapped has not get the concession WHY ?

my nme is ahmed....i am visually chlenged 70%...i am studied B.E Mechanical Engineering...after copleting this graduaion what type jobs offred to me in PSUs....please
