You Can apply Both Online and Offline mode. SSC conduct exams for various posts every year. for latest updates check SSC website regularly.

For Offline Mode you need to fill the form with complete details, affix your latest passport size photograph and sent it to the commission address before last date.

For Online Mode just go to the ssc website of your zone i.e northern/ north-east etc and fill the form which is in 2 parts you need to upload your scanned signature and photo and then choose the payment option e.g netbanking/ challan.
