The lateral entry to 2nd year B.Tech in RTU is not very transparent.
The notification of lateral entry in RTU states:

"LATERAL ENTRY IN B.E, IInd YEAR : RULES"

The lateral entry to B.E. IInd year can be given if the science
graduate simultaneously does some courses, with no extra
semester, to make up the loss of B.E. Ist year studies,
especially the first B.E. Engineering Subjects, for example,
Machine Drawing, Practical Geometry and the Workshop-
Practice. It should be left to the students & the departments
to overcome these deficiencies.

The other good options for lateral entry are
Indraprastha University, New Delhi
St. Longowal Institute of engg and tech., Punjab
Cochin University, Cochin
KIITS Orissa
VIT Vellore
Hindustan Institute of Technology, Chennai.

Many colleges in India offer lateral entry to 2nd year B.Tech. Applicants need to have diploma in the relevant field. Candidates with high marks in their diploma are only offered admission. Applicants also need to qualify in the entrance test carried out by the institutions. Please visit the official website of your desired college for more information.
