I d like to know whether lateral admission is available in B.Tech program

Yes, admission to B.Tech course can be done via lateral entry. In this scheme candidates are allowed to join 2nd year of the B.Tech program. Diploma in the concerned stream is the basic qualification required. There will be an entrance exam for the selection of candidate through lateral entry. Entrance exams are often conducted by the concerned University or state level directorate of technical education.
