Yes Definitely !!!

There is no doubt,You are Eligible for Civil Service Examination.And There is no Minimum Percentage.

Eligibility Criteria :

Candidate should have a Bachelor's degree from a recognized university.

You must have a minimum 21 yrs of age and Maximum 30 yrs of age.

And Physical fitness is very important for IPS Exams.

Those in final year of a degree course can also Eligible.

Maximum 4 attempts are open for General candidates.

Seven attempts for Other backward Classes.

No limit for SC/ST candidates.

So,According to Eligibility criteria You are Eligible for IPS Examination.

Hello friend,
Since you are a graduate, you are eligible to apply for IPS no matter how much you scored in your academic examinations. Selection of IPS/IAS officers are done through civil service examination, conducted by UPSC.
Apart from being a graduate, you should be within the age limit of 21-30 years.
However, candidates belonging to SC/ST category are eligible upto 35 years and candidates belonging to OBC category are eligible upto 33 years.

IPS exam does not mean how much you secure in 12th but it rather means how good you are in Graduation. My answer is that you are eligible.

The minimum eligibility for IPS is graduation from a recognized university.Percentage does not matter.

The age limit is 21-30yrs.

My dear friend i think you were not eligible.Because you were choose high in govt sector so your qualification does n't match for your expwcted post.So you will try as your level best.All the best
