Is a non-resident candidate of MP, eligible for MP PMT? What about central government employees having all India transfer liability for every 3 years?

I am a Central Govt Employee, having all India Transfer liability for every THREE years. My son is studying in CBSE syllabus in Bio. I am not a resident of MP but presently working at JABALPUR. Is he eligible for MP PMT?
