I don't have perfect idea because no one can know that perfectly

due to secrecy maintained this type of Govt.firms

there will be many changes in the positions of the persons according to their interest and knowledge more importantly their performance..

this decides their positions

As you know the present chairman is Mr. Radha krishnan..

he is very young than many of the senior scientist in the ISRO but he got the position as head of all the isro persons..

this is because his knowledge and performance right from his career..

coming to general positions in ISRO after some exam called ISRO scientist/engineer entrance

you will be first appointed as junior engineer

depending upon your performance and all you will get various promotions in your career..

next senior engineer

then on sectional engineer and so on...

this is how if you enter with a qualification of degree

if you undergo a research phd then you can become a scientist and so on

like this your ultimate target is Chair man of ISRO..

best wishes
