Can a student go to 3rd semester without clearing 1st semester but clearing 2nd semester in B.Sc from Kumaun university which is located in Nainital?

If you have back logs or arrears in the previous semester, you can enroll for the next semester, but you need to clear the previous year's arrears within the due course. You need to apply for the Back Papers along with the 3rd semester application form and will have to appear in the back paper exams whenever it is scheduled.

Some Universities also conduct special exam for carry over papers within the time gap of two semesters. If your university conducts special carry over papers, then you can apply and clear your back papers by clearing the exam before the 3rd semester starts.
