I'm studying B.Sc Genetics under Osmania University. I was absent in 4th semester due to some health problem. I have 3 backlogs in 3rd semester in 4th semester even I didn't attend practicals also. Now I can go next semester? I mean 5th semester?

You can submit an application along with health medical reports to your head of department. It totally depends upon your college discretion whether to allow you for fifth semester or not.

On health grounds, permission is given to most of candidates.
