No, It is absolutely wrong to say that that Punjab University is the best for the MCA course. MCA is a very common course after Graduation. There are more than 100 university in India which offers this course and there are 1000 Colleges which have this course.

Some of the college whose MCA course is famous and have nice ranking in India is :

1.Banaras Hindu University
2.BIT,Mesra,Ranchi
3.Cochin University of Science & Technology, Kerala
4.IIT , Roorkee
5.Jawaharlal Nehru Univ(JNU),Delhi
6.IGNOU,patna
7.IMS,Ghaziabad
8.NIT Calicut
9.DCE,Delhi
10.DAIICT,Gandhinagar

Any many more are there, But the Punjab University is also good for this course but you can not simply the best.
