the upsc exams are not conducted by state government. they are conducted by the central government. the exam is open for the candidates from all over the country. for more details regarding upsc, you must visit their official website

no...
upsc stands for union public service commission and it is an body in itself which conducts exams on behalf of the national government to select candidates in various posts and departments,
there are different bodies of the state government which conducts exams for that states,

The UPSC civil services are conducting by central government.The official website for UPSC is www.upsc.gov.in
For applying upsc services candidate should complete the graduation or degree in any stream in any recognised university.The min and max age limit for UPSC services is 21-30 years and there is a relaxation for reservation candidates.

UPSC exams are conducted by Central Government.

UPSC - Can be expanded as Union Public Service Commission of India. The name itself suggests that this exam is conducted by Union Government which is the other name for Central Government of India. On clearing this exam you will become a Central Government employee.

Moreover many states has its own exam conducted as those state's Public Service Commission exam. Those exams are to become a State Government employee. For example there is a exam named TNPSC(Tamil Nadu Public Service Commission) exam conducted by tamil nadu government on clearing which you will become tamil nadu state government employee.

UPSC - Union Public Service Commission

This is basically a government body which is under the Central Government. It is not under any state or legislative government.
So in reply to your query, I would say that NO it is not conducted by any particular state government but by the whole Government of India.

No, UPSC exams are conducted by Central Government of India.

UPSC - UNION PUBLIC SERVICE COMMISSION is a Central Govt. body created by Govt. of India for recruitment of candidates in various Dept. under Central Govt. by conduction of various examinations such as:-

NDA - NATIONAL DEFENCE ACADEMY
CDS - COMBINED DEFENCE SERVICE
CIVIL SERVICE EXAMINATION
SCRA - SPECIAL CLASS RAILWAY APPRENTICE
