What is the minimum criteria to apply for Indian CDC (Continuous Discharge Certificate)? Whether my 12 years experience will be counted?


I am working for USA Cruise ship for past 12 years and now I want to apply Indian CDC (Continuous Discharge Certificate). I have done Certification and Watch keeping for Seafarers (STCW) course in India however, I have not completed 10th. How can I get the Indian CDC? Will my sailing years counts to get Indian CDC?
