If you have cleared the entrance test and you have not yet received your OBC certificate, you can show you ration card, Voter Card and the acknowledge slip of the certificate of your own parents/original certificates to get the benefit of doubt. You can extend the date of submitting the certificate by showing all those certificates but you still need to submit the certificate once you receive it.

Give the Institution an application for the extended date. They will approve it in exceptional basis. Address it in the name of the principal and mark a 'cc' to the registrar of the university.
Do you have any question? or have anything to say?
