however if you have interest in academic research then after having
Ph. D. you may apply for professorship at various institutes.

Indian Railway as such doesn't conduct recruitment for Computer Science
Engineers but is conducted in case of available vacancies.
You should refer Employment News weekly to get updated about the
vacancy and recruitment exam.

On a regular basis UPSC conducts Engineering Services Examination
every year to recruit engineering Graduates in four categories.
1. Civil Engineering
2. Electrical Engineering
3. Electronics and Communication Engineering
4. Mechanical Engineering.

Being a computer science engineer you can apply for the third category.
In this category there are two services in Indian Railway.
>Indian Railway Service of Signal Engineers.
>Indian Railway Stores Service (Telecommunication/Electronics Engineering Posts)

For further details about IES examination you should have a look to the
attached file (IES AD 2011).

There are not specific govt sectors which employ computer science graduates, either they are employed in electrical dept or in banks.
So, i think you should join IT majors like :
WIPRO
TCS
GOOGLE
They will be more interesting to you.
