No, you cannot appear in UPSC examinations being 17 years old girl candidate after completion of 12th standard. UPSC examinations conducts various examinations like NDA, IAS, IFS, IES, IFS, etc. Most of the examinations requires the following eligibility criteria mentioned below :-

1. You must be a citizen of India.

2. You must be in between 21-30 years old. Upper age relaxation is applicable to reserved category candidates as per government rules.

3. You must have completed Graduation degree or equivalent from a recognised university.

4. You must be Physically and Mentally fit.

Most of the UPSC examinations requires the minimum educational qualification of Graduation degree or equivalent from a recognised university except for NDA examination. You can appear in NDA examination after completion of your 12th standard from a recognised board. But, only male candidates are eligible to appear in NDA examination.

You have completed 12th standard so you are eligible for UPSC exams like NDA and SCRA. But you are a female candidate so you are not eligible for NDA exam but you can apply for SCRA exam which is given below.

Special Class Railway Apprentices Examination is conducted by Union Public Service Examination in the month of October or November. You can get the latest notification about the exam in the official website of UPSC as well as employment news paper.

Applicant should have completed 12th examination with physics, chemistry and mathematics as compulsory subjects from a recognized School or equivalent qualification and candidates who have doing final year of 12th examination can apply for this examination.

Those who have completed Bachelor's degree with Physics and Mathematics may apply for this examination and there is no percentage bar required to apply for SCRA examination.

Your age should be in between 17 to 21 years old.
