Can it happen that a candidate having only a second class degree is chosen by the college service commission to rank first while a first class first loses out to him in the interview?

If your masters degree marks is above 55% from a recognized university then you are eligible for college service commission.

There is no age criteria.

So if your masters degree marks is 2nd class with above 55% then you are eligible for college service commission exam.
