You have passed M.A in English with 49% so you are not eligible for Ph.D course in English.

Required marks criteria for Ph.D course in English is 55% from a recognized university.

If you are from SC/ST category then you will get 5% marks relaxation.

No, the minimum requirement for PH.D admission in India is 55% marks in post graduation. For a reserved category candidates there is relaxation of 5% marks, which takes it down to 50% marks.

Therefore, in all probability you are not eligible for admission. You don't fulfill the percentage criteria which is laid down by UGC for research programmes.
