Is there any discrimination between PhD with MCA and PhD with M.Tech(CS/IT)?


Now in India Many Engineering Colleges does not allow the candidates with MCA to teach B.Tech (CS/IT).Previously in the AICTE norms MCAs were also eligible to teach B.Tech. there is a lot of discrimination.
I want to know, is there any discrimination between PhD with MCA and PhD with M.Tech(CS/IT)? if so will you please analyse? in many colleges,even with good academic profile, publications and good feedback many people are suffering with the discrimination why?

In government colleges, there shouldn't be any such discrimination because lecturers are appointed based on NET/SET qualification and they have for permanent status.

Only at private engineering colleges, there will be any such discrimination because they usually select candidates based on their requirement.
