what is the procedure for applying
for CAT Best time for it?
and in which month CAT forms fulfild????

CAT (Common Admission Test) is usually held twice in a year and you can apply for it two times in a year. The notification dates varies a bit but will be almost around that time.

You can apply for CAT in the month of August/February. The exam notification comes and the dates are notified in it and you have to follow the instructions according to the notification.

Therefore, at present there is no application procedure is going on for CAT and you have to wait for the next notification. The application process for CAT 2014 ended in the August 2014.
