Why there is a requirement on percentage of marks for post graduation?

If UGC has prescribed percentage of marks for PhD why should there be any requirement of percentage of marks for post graduation? UGC should be approached for reconsideration and judicious decisions on this issue .If this effort fails why not lodge Public Interest Litigation on this issue?

As most of jobs after post graduation need percentage of marks in PG, because percentage of marks is the criteria adopted or prepared by every commission in india so as to recruit candidate in any field.
Do you have any question? or have anything to say?
