No, it is not possible to study 10th standard directly after failing in 9th standard. Only candidates who have passed 9th standard from a recognised board are eligible to pursue 10th standard. So, you need to appear in supplementary examinations in order to qualify the 9th standard, so, that you are eligible to pursue 10th standard.

Let me tell you you cannot pursue 10th without completing 9th standard. If you want to complete your study then you have have to move step by step. That is why first of all you should complete 9th standard then only you will be eligible to pursue 10th standard and without passing 9th you are not eligible to get admission in 10th standard.

You can study 10th through National Institute of Open Schooling (NIOS) after failing in 9th. Students who are failing in class 9th can join and study 10th through NIOS. You can take five subjects from the list of subjects like Hindi, English, Mathematics, Science, Social Science, Economics, Business Studies, Psychology, Gujarati, Telugu, Kannda, Sanskrit, Punjabi etc. in the NIOS for Secondary Course (10th). Admission to the course is done online. Those students who have passed Class VIII (8th) are eligible for the NIOS Secondary Course (10th). Students can find the details on the NIOS website Click Here

You can apply for admission in 10th standard even after failing in 9th standard. In this case, you have to apply for admission in open schools. You have to apply for admission in National Institute of Open Schooling. Certificate issued by NIOS is well valid and you can apply for further education on the basis of certificate issued by NIOS.

No school will allow a student to take direct admission to 10th class without passing 9th standard. It is necessary for a candidate to pass 9th standard in order to take admission in 10th standard.
However a candidate can take direct admission to 10th standard in NIOS (National Institute of Open Schooling) board. But for that also a candidate have to provide last year passing certificate, result, transfer certificate, etc during the time of admission.
NIOS is a well recognized board for open schooling in India.

He can complete his 10th from NIOS as it is the only option which is available for him. Your friend can complete not only his class 10 but he can continue from NIOS as it will be an open school where he can get the time to do some part time work as well. So tell your friend to visit any of the nearest center of NIOS and get to know the admission procedure.

You can not get admission in 10th directly after failing in 9th standard.

Students who pass in all subjects of 9th get admission in 10th standard then appear for secondary board examination.

The registration for board exam of 10th standard is done in 9th standard.

Your friend can complete his matriculation through National Institute of Open Schooling. Candidates who have studied 8th standard can complete their matriculation through NIOS board. This board is recognized by the government of India and after completion of matriculation he will be eligible for all type of government and private jobs. Thanks

No it is not possible to take direct admission in class 10th without passing class 9th exam. No any board or school will allow your friend to get admission in 10th directly.
Firstly, he has to take admission in class 9th and after passing class 9th exam he will get admission.
Whatever you will study in class 9th is basic for class 10th.
