I have given class 10 board exam in Assam and got 7.6 CGPA. Now, I want to take admission in Arts stream. So, which college will be better for me in Patna to do something for my country and for me?

Let me inform you that you are not eligible for admission in college to continue your studies in Arts stream just after qualifying 10th standard. You need to first qualify class 11th and 12th standard in order to be eligible for admission into college to study Arts stream.
So, after qualifying 10th standard, you have to take admission in class 11th standard in Arts stream (since you are interested in Arts stream) and after successfully completing higher secondary examination you can take admission in any college to pursue Graduation in Arts stream.
