I have done three year Diploma in commercial practice course (New) in from year 1996 to 1998, Now I have taken admission in S.Y B.com, and then I have completed my B.com. Now I want to go for further study in Canada, they want written note that Diploma in commercial practice is equivalent to F.Y B.com, Please help me, what should I provide for the same.

If you have studied a 3 year diploma course with subjects related to commerce stream, then surely it will help you to get admission in second year of B.Com, if there is any lateral entry system for such course.

Surely, it is equivalent to become 1st year, but not many colleges offer lateral entry admission in B.Com course.
