Hello sir, I am going to apply for an education loan at SBI to study MS course after Mechanical engineering in abroad. Is it beneficial to apply for it after the Budget of this year?

There is no such certainty of the budget and there will not be any huge change in the education loan scheme expected after the budget. Moreover, the rate of interest which might change after the budget will be applicable to all the loan seekers irrespective of when they had taken loan. So, you can apply for education loan even now. If there is any such subsidy from the budget then you can also enjoy it even after the budget. Unless the budget is announced by the finance minister, no one is sure of the exact clauses which will come up in the budget.
