Why doesn't government sanction the full amount of fees as applied in Merit Cum Means Scholarship?


Hello sir, I am studying in 2nd year of Civil engineering from DIT, Dehradun. I was applies for Merit Cum Means Scholarship but got only 50,000. My fees is 1,20,000. Please tell me why does government not give full amount of fees?
