UPSC refers to Union Public Service Commission and as the name suggests it is a commission that conducts different entrance examinations for recruitment of central government employees at various posts.

But, at the same time I would like to mention one thing that UPSC examination is usually used to refer Civil Services examination and it is also held by UPSC once every year for recruitment as administrative officers like AS, IPS, IFS, etc. and which must be the same in your case and so I am providing you details regarding the minimum education required for appearing in the civil services examination.

The minimum education required for appearing in the Civil Services examination is a bachelor degree course in any discipline from a recognized university.

So, even having opted for Arts stream for your Class 12th level you are eligible to appear in the Civil Services examination once you pursue your bachelor degree course after your intermediate academics ( provided you satisfy other eligibility conditions for the same examination ).

For more details regarding the Civil Services examination, you can refer to the link www.upsc.gov.in.

The full form of UPSC is Union Public Service Commission.

It is a examination conducting body. It conducts large number of examinations at national level like NDA, CDS, CAPF, Civil Services exam, Indian Engineering services exam etc.

If you are asking about UPSC Civil Services exam then you can apply only after bachelor's degree. You will be eligible if you opt for Arts in intermediate.
