i am 2nd(B.E) year civil engginiering student,i want to join national services
can i join it after my degree or i apply right now........

As far as I understand from your query, you are talking about joining Civil Services of Indian government.

Civil Services examination is conducted by the UPSC every year. The eligibility criteria for the UPSC CSE:

1. Candidate must have done bachelor's degree in any stream from a recognized university. Final year candidates can also apply for the exam.

2. The age limit for the exam is 21-32 years. Upper age relaxed for reserved category candidates.

So, you can not apply for the exam while studying in second year of Civil Engineering.
