Can I write IIT Entrance if I am a 3rd year diploma student

No, you are not eligible to appear for JEE examination to get admission in IIT.

IIT stands for Indian Institute of Technology and it is India's best institute for technical courses. The eligibility to appear for JEE examination is :-

Candidate must have passes 10+2 from any recognised board.

Candidate must have PCB/PCM as main paper with minimum 45% and relaxation of 5% for SC/ST.

So, you are not eligible to appear for examination and so not eligible to get admission in IIT.
